that's from "Out of the Loop", a documentary on the mid-90s Chicago music scene - the first two scenes in the clip are of Jim DeRogatis, a Chicago music critic, and Nina and Louise from Veruca Salt. It's pretty rare, but every once in a while a used copy turns up.

That's a cool little video. I'm surprised that I missed it the first time around. The interviews are pretty funny.
